Cover of Local Housing StrategyPromoting Choice: A Local Housing Strategy for Wyong Shire identifies how the Council can support and encourage developers and others to provide housing for the community.

The approach is centred on Council developing policies and a statutory framework that provides for housing choice and diversity, for example, the Local Environment Plan. It will also ensure Council continues to play a leadership and advocacy role to promote awareness of housing issues in the Shire and is a potential partner in joint venture projects. 

The intention of the strategy is the principles of housing choice and affordability be included in Council’s overall Shire Planning and become a main consideration in planning residential development across the Local Government Area to better reflect the current and future demographic profile.

Wyong Shire Affordable Housing Study

This report provides a summary of background information and main findings of the Affordable Housing Study undertaken by Judith Stubbs and Associates . The aim of the study is to develop evidence-based planning provisions and controls to support the creation and retention of housing affordability and housing choice in Wyong Shire.

The study area includes all future residential lands identified under the draft North Wyong Shire Structure Plan (NWSSP), existing zoned residential land and infill sites within the Wyong Shire LGA, as well as urban land which are likely to undergo a relevant change of use or zoning in the draft Wyong Local Environmental Plan 2013.

The Wyong Shire Affordable Housing Study is partly funded through the NSW Planning Reform Fund.

The project was reported in two stages.

 Stage 1: Background Report explores:

  • Relevant demand-side analysis including demographic characteristics, changes and projections, and the characteristics of those who are likely to need affordable housing now and in the future, and the amount and type of affordable housing likely to be required;
  • Housing supply-side analysis including detailed housing market analysis, the location, type and nature of stock that is currently ‘affordable’, and opportunities and constraints for future supply;
  • The legislative, policy and funding context to the current and future provision of affordable housing in the Wyong Shire; and
  • Exploration of options for affordable housing retention and creation including suburbs and sites where different types of strategies and mechanisms may be feasibly employed.

 It provides the evidence based rationale for Council’s involvement in affordable housing, and informs the types of strategies and mechanisms that Council may most effectively use to increase the supply of affordable housing.

 Stage 2 Report builds on the data and information contained in the Background Report and explores these options further including: 

  • A summary of key findings from the Stage 1: Background Report and
  • Recommendations for the range of affordable housing strategies and mechanisms that are likely to be most effective in Wyong, the way in which these strategies and mechanisms may be practically applied, and a clear rationale for the strategies and mechanisms recommended.
